1. How Much Does It Really Cost to Build in Iloilo in 2026?
Iloilo construction cost is slightly higher than Bacolod due to high demand and aggregate transport, but still lower than Manila.
Updated Iloilo Rate as of 2026:
- Bare / Structural Finish: P24,000 - P28,000 per sqm
- Standard Finished / Move-in Ready: P30,000 - P38,000 per sqm (most OFW clients choose this)
- Elegant / Modern High-End Finish: P40,000 - P60,000 per sqm
Real Sample Computation:
A 90 sqm 3-bedroom modern bungalow in Pavia or Oton, standard finish, typically costs P2.7M - P3.42M for house construction only. A 2-storey 120 sqm duplex-style family home is around P3.6M - P4.5M.
Iloilo-Specific Budget Reminder: If your lot is in low-lying areas like parts of Pavia, Oton, San Miguel, and Mandurriao near the river, you need to add budget for tambak / backfill (P80k - P200k) and elevated footing. Many OFWs forget this and get delayed during OBO inspection.
2. Prepare Your Lot Documents Before You Contact a Builder
The Iloilo City Office of the Building Official and the Municipal Engineering Office in Pavia/Oton are now very strict with requirements. Prepare these in advance:
- Certified True Copy of Land Title
- Latest Tax Declaration + Real Property Tax Receipt (Amilyar)
- Lot Plan signed by a Geodetic Engineer with GPS coordinates
- If lot is inside a subdivision: Certificate from HOA allowing construction + Construction Bond
If you bought the lot while abroad and the title is still with the previous owner, you cannot apply for a building permit yet. Process the transfer first using an SPA from the Consulate.
3. How to Choose a Trusted Builder in Iloilo When You’re an OFW
In Iloilo, many offers come from "all-in packages" on Facebook. Some are legit, many are not. Use this filter:
A. Check Their Physical Presence.
Do they have an office, satellite office, or at least a design studio you can have your family visit in Iloilo City, Pavia, or Oton? Can they show you 2-3 finished houses within 30 minutes from your lot? If everything is online only, that's a risk.
B. Demand a Milestone-Based Contract.
A professional Iloilo contractor will not ask for 50% down. The standard and safe structure is:
- 20% Mobilization and Materials for Foundation
- 20% Upon Completion of Walls and Columns to Roof Beam Level
- 25% Upon Roofing and Roof Framing Completion
- 25% Upon Finishing Works (tiles, ceiling, paint, doors)
- 10% Retention upon Final Turnover and Punchlist Clearing
All payments should be to a Company Bank Account, not GCash personal.
C. OFW Communication Standard.
Ask upfront: "Anong update system nyo for OFW?" The right answer should be: Weekly video report every weekend, picture with date stamp, billing with attached receipts, and a group chat with the Engineer.
Red Flag Phrases to Avoid: "Ma'am/Sir, isend nyo lang po full amount sa foreman," "Wala na po kontrata, tiwala lang," "Kahit wala ng permit, tayo na lang."
4. The SPA Process for Iloilo OFWs — Don’t Get This Wrong
Since you are abroad, the LGU will not accept a scanned authorization letter.
You need a Consularized or Apostilled Special Power of Attorney (SPA).
You will need it for:
- Processing Building Permit at Iloilo City Hall or Pavia/Oton Municipal Hall
- Signing the Construction Contract on your behalf
- Applying for temporary electric/water connection (ILECO/CENECO and MIWD)
How to do it:
- Draft the SPA (your builder or lawyer can provide template)
- Go to the Philippine Embassy / Consulate, have it notarized and consularized
- Send the ORIGINAL copy via DHL/FedEx to your authorized person in Iloilo. The LGU requires the original with red ribbon/dry seal.
Keep one SPA per transaction. Don't use one generic SPA for everything the OBO sometimes rejects it.
